举办缘由
休闲正成为人类生活的重要组成部分，据国际休闲研究权威人士预测，2015年前后，发达国家将进入“休闲时代”，发展中国家将紧随其后。世界休闲组织成立于1952年，是具有联合国咨询地位的国际非政府组织。自1988年以来，至今已经举办了八届世界休闲大会，2006杭州成为第九个世界休闲博览会举办地。在“休闲--改变人类生活”这一主题指导下，世界休闲组织与国际赛事管理机构共同倡导创办了世界休闲小姐这一国际重要选美赛事，向世界推广休闲、健康的生活态度，推动休闲产业的发展，推荐休闲城市的品牌。
