　　剧情简介：位于旧金山的普西迪基地是一个具有212年历史的知名军事基地，这里戒备森严，常年有重兵守卫，然而，女军警佩蒂却在一次执夜勤任务中，在基地的仓库惨遭枪杀，验尸报告表明，枪伤是军方专用的托卡列夫手枪所为。年轻的旧金山警探奥斯汀受命查出真相，同时军方也派出了考德威尔上校与他一同调查此案。对这个安排，奥斯汀和考德威尔都表现得不怎么友好。至于原因，还要追溯到奥斯汀在军队服役时，考德威尔上校是他的长官，年轻气盛，做事莽撞的奥斯汀时常遭到古板守旧的考德威尔上校的“压制”，因此从那时起就格格不入、针锋相对。然而两人之间的恩怨并没有因为奥斯汀离开军队而结束，成为警员的奥斯汀在一次巡逻过程中，女同事遭到一个名叫保罗·劳伦斯的军官骚扰，义愤填膺的他狠狠教训了劳伦斯，还发誓要将他送上军事法庭，不想考德威尔上校出面干预，使劳伦斯得以免受惩罚。奥斯汀始终对此耿耿于怀。这些都使得两人的这次意外“重逢”颇不和谐。更糟的是，一个偶然的机会，奥斯汀结识了考德威尔的女儿唐娜，两人很快便如胶似漆地交往起来，这更给两个男人的相处增添了火药味。

　　随着案情的调查，出乎两人意料的是，作案枪支的主人锁定在了劳伦斯身上，因为不久前，他曾到相关部门维修过他的托卡列夫手枪，而拥有这种枪的人可谓凤毛麟角。面对质问，劳伦斯称自己的枪不久前在赌桌上输给了别人。给出相似口供的还有出现在案发现场的一辆林肯轿车的主人阿尔·皮尔，皮尔经营着一家销售纯净水的公司，他说那辆林肯车一直是自己的妻子在开，而几天前刚刚被盗。奥斯汀坚信劳伦斯一定在撒谎，于是暗中跟踪，不想却亲眼目睹了他被一辆突然冲出来的汽车当街撞死。与此同时，考德威尔上校也从皮尔办公室的一处细节发现，他和越战有着千丝万缕的联系。而普西迪基地的纯净水一直是皮尔的公司在供应，这其中是否有着某种不为人知的秘密呢？随着调查的深入，考德威尔和奥斯汀的合作渐渐默契起来，他们也意识到，必须尽释前嫌方能将这个惨绝人寰的杀手绳之于法！经过几天的暗中监视，真相终于浮出了水面，皮尔利用从菲律宾进口桶装水作为掩护，将黑市交易的钻石藏在水里，偷运回国。劳伦斯作为内应，每天晚上将桶水倒空，取出钻石。佩蒂之所以遇难，就是执勤当晚偶然目睹了劳伦斯的这一行为。
