纽约市在老练的约翰.帕帕斯市长和年少年盛的凯文.卡尔霍恩副市长的领导下，整合各方政治势力，调停纷争，应对媒体，尽一切力量确保市民对他们的支持。这时，发生了一件意外的事，在一场警方与毒贩的枪战中，一名六岁的黑人儿童被流弹击中死亡。事件被渲染后掀起轩然大波，导致市政厅内部的分裂。凯文通过调查发现，种种幕后黑暗却都与约翰.帕帕斯市长有关...
